Norfolk fire service sent a fire engine out to Ketts Hill in Norwich this morning to investigate reports of smoke in the area.
But when they got there fire fighters realised the false alarm had been sparked by steam rising from a freshly laid road surface.
Firefighters were called at 10.35am on Tuesday and one fire engine from Sprowston attended.
