Access to a popular stretch of beach could be closed at the end of the summer unless funding is found to replace the steps.
The steps at Rottenstone Lane to the beach at Scratby are reaching the end of their life.
Some maintenance has been arranged to see them through the season but their long-term prospects are more uncertain.
Adrian Peck, chairman of Ormesby with Scratby Parish Council, said no-one was sure who actually owned them.
They were insured for £12,000 - which is what it cost to replace them 25 years ago - but new ones would be much more, at around £46,000.
Nearby holiday camps that depended on the beach had been approached for their input but no-one had written back Mr Peck said, and the borough council had confirmed it wouldn’t be paying for them.
Meanwhile the parish council was preparing a lottery bid and would be asking for money for a more expensive ramp.
