A new two-storey primary school with more than 400 pupil spaces could open as early as next year in Sprowston.
Norfolk County Council's children's services is seeking permission for the school to be built on the edge of the town at White House Farm.
Once complete, it will cater for 420 pupils and employ 50 full-time equivalent members of staff.
The Department for Education has allocated the free school to the Reach2 Academy Trust, which runs 52 primaries around the country.
A county council spokesman said the plans had come forward as a result of a Section 106 land transfer and funding from housing estate developers.
It forms part of a 1,233-home development on land off Blue Boar Lane, which was granted outline permission by Broadland District Council in 2008.
A county council spokesman said: 'We are working with both the DfE and Reach2 in the delivery of the new school.
'The target date for opening the school is September 2019 and there is a construction timescale of approximately 12 months.'
The 2,726 sqm school, located south of Mallard Way, will be made up of 14 classrooms, and will feature a central library and multipurpose hall.
It will include a sports field large enough to accommodate two football pitches.
Plans state that the overall site will be secured by a 2.4m-high meshed fence and will be accessed from a road to the north.
In regard to parking, a total of 68 spaces will be available, including three disabled bays. There will be a dedicated storage facility for 30 bikes and 40 scooters.
NPS Group, on behalf of children's services, said in a planning statement that existing schools in the area were 'at capacity'.
'The school will help accommodate demand for pupil places from the residential development which is currently being constructed,' it said.
It is understood the Reach2 Academy trust will open two other schools in the north of Norwich, which is due to welcome thousands of new homes.
The trust currently runs several primaries in Suffolk.
A council spokesman said Norfolk County Council's planning regulatory committee will decided whether or not to approve the scheme.
