Armed police, a drone and dogs were used to carry out a series of raids across the Great Yarmouth area on Friday.
The operation resulted in two men being arrested in connection with a robbery which took place in January.
The men, one in his 20s and the other in his teens from the Great Yarmouth area, were arrested after successive raids in Townshend Close, Great Yarmouth, Stepshort, Belton, and in Magdalen Way, Gorleston.
According to Norfolk police, the robbery took place in Sackville Close, Great Yarmouth, at around 3.30am on January 19.
The suspects have been taken to Great Yarmouth Police Station for questioning.
Chief Insp for Great Yarmouth Police, Nathan Clark, said the operation had been a success.
He said: 'Two people were safely arrested following the raids. No shots were fired and there were no injuries sustained.
'There is also no threat to the public.'
Witnesses reported seeing several police cars and the police drone in operation in each of the incidents.
A resident who lives in Farman Close, Belton said she was shocked to see such a heavy police presence on her street.
She said officers arrived in Belton at 10.20am.
'I was told by my neighbour there were armed police on the road and at first I did not believe it,' she said.
'I walked outside and could not believe how many officers and cars there were.
'It was mad.'
Another neighbour said she had lived on the road for 20 years and never seen anything like it.
'This is a quiet, village cul-de-sac. To see armed police on a residential road like this is quite shocking,' she said.
The final police raid was carried out in Magdalen Way, Gorleston.
Seven police cars and a drone were involved in the incident.
A resident who lived on the road but did not want to be named said she was not surprised by how many police officers there were.
She said: 'I cannot say this is a massive shock.
'Normally this kind of activity takes place at night so to see this in broad daylight is quite something.'
