Armed officers were called to an address near the Boundary junction in Norwich following concerns for someone's safety.
Photographs from the scene show Cromer Road, near its junction with Boundary Road, blocked off by police cars.
Police said they received a call reporting concerns for the welfare of a person at a nearby address at around 6.30pm on Wednesday.
But when officers arrived, they found 'everything in order' and no arrests were made, a police spokesman said.
The spokesman added that there were no injuries.
A witness, who wishes to remain anonymous, said: 'The police came down Aylsham Road and I was behind them in my car. Some more came from the Boundary Road and stopped the traffic.
'The police went across the road to the residential houses.'
The witness said the road was reopened within 10 minutes.
