Breckland Council has formally objected to the locations of eight mineral extraction and waste sites proposed by Norfolk County Council.
The district council's cabinet said plans to extract minerals from sites in Fakenham Road and land west of Bilney Road in East Bilney, North Farm in Snetterton, and north of Hargham Road and south of Spong Lane in Shropham were unsound, but did not object to use of land south of Honeypots Quarry, also in Shropham.
Councillors also objected to waste sites earmarked for land west of Bilney Road in East Bilney, and Harling Road and North Farm in Snetterton.
An independent government inspector will hold an public examination of the county council's plans.
