An argument broke out between three people - two of whom were in wheelchairs - in a busy city shopping centre.
Police are appealing for witnesses after what is being described as a 'verbal altercation' in Chapelfield in Norwich, on Saturday, December 9.
The spat, involving two men and a woman happened around 1.50pm near to the disabled toilets. The two men were in wheelchairs.
Officers have issued a CCTV image of a man they would like to speak to following the incident.
Anyone who may have witnessed the incident, or anyone with information, should contact PC Victoria McDowell at Norwich Police Station on 101.
