The sale of Aylsham Drill Hall to the town council is not now expected to be completed by the end of the year.
Sue Lake, clerk to Aylsham Town Council, said matters were still with solicitors and she was unsure when the purchase would be completed.
The town council is buying the Cawston Road building for £185,000 from Norfolk County Council which no longer wanted it.
Aylsham Town Council is borrowing up to £250,000 from the Public Works Loans Board, repayable over a 16-year period, to pay for the purchase, fund repairs and upgrade the kitchen and toilets.
The Drill Hall is used by community groups including a gym, Aylsham Band, a boxing club, Brownies, and a nursery.
