Armed officers were called out to Great Yarmouth after police received reports of gun shots near the seafront.
A member of the public contacted Norfolk police at 6.34pm on Tuesday reporting what they believed to have heard were gun shots.
The armed officers arrived at the scene on Albion Road but the sound heard was a metal bar banging against a railing.
An 18-year-old man from the Yarmouth area has been arrested on suspicion of affray in connection with the call.
