A large police presence was seen in the NR3 area of Norwich after reports of a woman on the roof of a building.
Police were called to Constitution Hill after receiving a call at 6pm on Saturday following reports of a concern for safety.
Officers attended the scene along with fire and ambulance crews.
A woman, aged in her 60s, was arrested on suspicion of assaulting an emergency worker and was taken to Wymondham Police Investigation Centre for questioning.
She has since been released and no further action will be taken against her.
