Motorists faced delays of up to 25 minutes both ways along the A148 at Hillington, near King's Lynn, after a crash.
Firefighters used hydraulic rescue equipment to release people involved in the accident.
No details have been released about injuries.
A Norfolk Fire and Rescue Service spokesman said the scene was made safe, meaning traffic could slowly return to normal.
