Plans for a new cottage have been turned down over highways fears.
John Wood applied for planning permission for a three-bed home on a builder's yard off the A10 at West Winch, near King's Lynn.
A statement said the proposals would result in less traffic turning on and off the main road from the site.
"The builders yard over more than the last 10 years has had commercial traffic using it, HGVs, plant and vans," it added.
"The proposal will reduce the amount of heavy traffic entering and leaving the A10."

But Norfolk County Council's highways department said the plans should be refused.
It added: "The A10 carries a very high volume of traffic which is subject to a 40mph speed limit and there have been several recorded collisions in the proximity of the access.
"We consider an approval of this application would ultimately lead to increases in conflict and interference with the passage of through traffic on this strategic route."
