Plans to turn a barn into a multi-use venue for pop-up restaurants, wine tastings and functions have been turned down.
Robert Wilson applied to change the use of the building at Manor Farm at East Winch, near King's Lynn.
But a planning officer's report said highways officials had raised concerns that Church Lane, the road leading off the A47 to the site, was "inadequate" for the "significant level of traffic" some of the events would generate.

It added: "The Highways Authority are of the view that the unclassified narrow carriageway sections of Church Lane are unsuitable to accommodate such numbers of associated traffic."
West Norfolk Council's refusal notice also said the site was close to the A47 and insufficient information had been submitted to assess the impact of "what could be a substantial increase in traffic" at the junction with the A47.
