With regard to city pollution levels, the 20mph speed limits, with special new cameras to catch motorists seems biased.

It is fair enough having pedestrianised city centre roads like Gentlemans Walk and Westlegate.
What is the council strategy planning for all the retail outlets in our city? The motorist is allowed to use their expensive car parks (in the city) but now we will be risking a fine as we go to and from the car parks.
If this is a likely outcome by the council strategy quango, then where and why is there no roads around our city, including the ring road, where pedestrians and cyclists are prohibited.
Our traffic planners have messed about with our city to the detriment of the motorists, and all they can think of is fining unsuspecting motorists to justify their jobs.
The 20mph limit is fair enough for the city, but our major roads out of the city limits should all be 50mph with no dodgy speed traps.
