Plans to build 23 new homes in Shipdham, near Dereham were approved by Breckland Council's Planning Committee at a meeting on Monday despite concerns about the proposals.
The plans for the new houses, which will be built on land on Old Post Office Street, had previously been deferred at a meeting in September due to concerns over access arrangements.
Amended plans had been submitted by applicant T & P Developments, which means that direct access onto the A1075 is maintained for the affected neighbours at Park View.
However, Shipdham Parish Council had expressed opposition to the plans due to concerns over the development being outside the village boundary, traffic and inadequate infrastructure.
35 objections had also been submitted with highway safety, the number of homes, a lack of local services, impact on roads and a lack of need for further housing just some of the concerns expressed.
The plans were approved unanimously.
