Small village to nearly double in size with hundreds more homes and new roundabout at dangerous school junction

A small village is set to see hundreds more homes built, in plans which will also bring a new roundabout at a dangerous junction close to a primary school.
But very few of the 323 homes being built at Great Ellingham will be affordable housing, with one planning application not making any education contributions to the village school or NHS contributions to the nearest doctor’s surgery.
Applications were submitted for approval for 153 homes - none of which are affordable housing - on land between Hingham Road and Watton Road by applicants Davidge Developments Ltd, while Flagship Housing made an application for 95 homes to be built on land at Hingham Road and Attleborough Road, of which 16 will be affordable housing.
The former application will contribute £500,000 towards a new roundabout to be built at the junction between Hingham Road and Watton Road/Attleborough Road, which the latter application has dedicated land for.
On Monday, Breckland Council’s planning committee approved both applications, with councillors welcoming plans for a new roundabout.
Speaking on behalf of Great Ellingham parish council, chairman Tim Betts said: “It will improve an extremely dangerous, staggered junction outside a primary school. It will save lives.”
But committee member councillor Jennifer Hollis raised concerns over the lack of affordable housing and contributions towards the Queen’s Square doctor’s surgery in Attleborough and education provision to the school.
“Is the NHS is being disregarded and also the school and affordable housing for the sake of a roundabout?” she asked.
This is in light of an application to amend an existing approved plan for 75 properties at the Mellor Metals site in Attleborough Road to reduce the number of affordable housing from 30 homes to just four, which was allowed by the planning committee by eight votes to one.
Planning case officer Fiona Hunter said contributions were requested but declined by Flagship Housing on viability grounds but that the harm from the development did not significantly outweigh the benefits.
She said Davidge Developments Ltd will be making a primary education contribution of £407,540 and a further contribution of £55,000 towards the Queens Square Surgery in Attleborough.
