Forty-six vehicles were stopped by police during a traffic action day in Thorpe St Andrew.
Offences included mobile phone use, number plates not being displayed correctly, no MOT and driving without a licence.
One driver was also found to be narrowly under the drink driving limit following a breath test.
Police said 11 traffic offences were reported, and four vehicle defect rectification scheme notices were issued.
Broadland and North Norfolk special constables worked in partnership with roads policing officers, Driver Vehicle Standards Agency officers and the HMRC roadside fuel testing unit on Yarmouth Road on Monday, April 24.
PC Andy Mason, Broadland engagement officer said: 'The public should feel reassured that our roads are that much safer with the emphasis being on both the education of drivers and the road worthiness of vehicles.'
