Norfolk Fire and Rescue were called to the scene at the Normandie Tower on Rouen Road at 3.19pm.

Six pumps and several special appliances attended the scene.

The fire was on the fourth floor and is believed to have been caused by incense sticks burning and causing curtains or wall hangings in the property to catch fire.

The fire did not spread to the rest of the building but Assistant Chief Fire Officer Les Britzman said that the resident then pulled down the items on fire and 'threw them in the lobby'.

'The smoke alarms were working. They have recently been inspected by the housing team, the fire service and Norwich City Council,' Mr Britzman added. 'We have done a door knock on every property to make sure smoke alarms are working.

'The building is designed to contain the fire in the flat and we told residents to stay put which is the right policy.'

Incident commander Richard Dromey, from Carrow Fire Station, said: 'The cause of the fire is not being treated as suspicious.

'I am not aware of the extent of the damage done to the flat but it was confined to the one property.

'As a precaution, we evacuated the properties on either side of the flat.'

The block did not require a full evacuation but the fourth floor was cleared.

'The large response is due to the fact it is a high-rise building fire. We have high-rise procedures, we have to sectorise the incident so we have a lobby sector, a fire floor and have support for the incident, this will need at least four teams,' Mr Dromey added.

The blaze was extinguished by crews just 20 minutes after receiving the call.

Sergeant Damien Minnis said: 'There was a small fire in a flat on the fourth floor. We did not need to evacuate the full tower block but we are stopping people from re-entering the building while the fire service carry out safety checks.'

No one was seriously hurt in the blaze but ambulance services treated one woman at the scene.

A spokesman for the ambulance trust said: 'The East of England Ambulance Service Trust was called to reports of a fire on Rouen Road, Norwich at 3.31pm today.

'An ambulance officer attended and treated one patient, who was discharged from the scene without injury.'

Residents were allowed back into the building at around 5.30pm.
