A car stopped by police was found to be fitted with flashing blue lights.
The vehicle was initially stopped for having a loud exhaust as part of an operation in Great Yarmouth's Marine Parade to tackle anti-social behaviour by modified-car enthusiasts.
However upon closer inspection police found the car stopped in the Golden Mile on Sunday evening had blue lights fitted in the rear window.
Special constable John Atwood said: 'The driver said they were orange lights but we saw they were blue. Emergency vehicles only are supposed to have them.

'He said he worked for a search and rescue team. He was not trained in driving or responding though.'
The driver was reported for the noisy exhaust and having the blue lights fitted.
One alarmed Twitter user, Jackie-Ann Parker said: 'Thanks for taking this off the roads. Could have been misused and that is rather scary. How many people would have pulled over seeing that?'
Another tweeter, driving instructor Simon Rhodes said: 'Quite a few round here with Audis and BMWs pretend they are unmarked police cars by fitting clear reflectors in the grilles and rear windows.'
One tweeter joked: 'Maybe a fan of the Blue gang? Imitation is the sincerest form of flattery. Well, that and being a huge fool.'
