The unfairness of business rates was highlighted at Sheringham Chamber of Trade's annual meeting.
Guest speaker, MP Norman Lamb, said the government recognised the problems - as supermarkets and online warehouses paid more per square meter than High Street businesses - but could not say when it would change, said chamber secretary Andrew Bullen.
Peter Hill from Bertram Watts booksellers suggested the American system of a local tax on turnover would be much fairer.
The chamber is urging all businesses to lobby their MPs to push changes through as quickly as possible.
