Conservative Norfolk county councillors were advised not to reveal if they decided not to claim a controversial allowances increase or if they had donated their extra money to charity.

This newspaper emailed all 84 councillors to ask if they had accepted the increase and whether they intended to donate it to charity or to community projects.

A number of councillors, including council leader Cliff Jordan and others from across the political spectrum at County Hall, had previously indicated they would make donations to charity.

But only a handful of Conservative councillors responded to our request, after Mr Jordan sent his party colleagues an email advising them not to reply.

In the message, Mr Jordan wrote: 'I would advise that you do not reply to this email as this will be a never ending process.

'We need to hold the line on expenses and be united. This is only the first skirmish we have had with the paper, Unison and the Labour group working together. There will be many more. United we stand divided we fall.'

When we contacted him, Mr Jordan said he would not answer any further questions on the issue, which he likened to a 'witch hunt'.

Before Christmas the council voted by 39 votes to 26, with two abstentions, to increase the basic allowance from £9,401 to £10,500 a year.

The decision came despite an independent panel saying the basic allowance should stay at the current level, bar any percentage increase local authority staff were awarded.

That panel had acknowledged allowances for Norfolk councillors lagged behind comparable counties and a fundamental review was needed - but that should not happen until next year.

But Mr Jordan said there was never a good time to make the increase and it was important councillors were properly compensated for the work they do for the public.

In January, the council rejected a Labour/Liberal Democrat motion to reverse the decision by 36 votes to 28 - so the extra cash has started to be paid, backdated to last May.

The increase, which costs £140,000, has been funded through an underspend in the allowances budget.
