"It is not about stopping sensible, responsible drinking, or penalising responsible shops, or sensible off licenses". Its about attacking the responsible majority for the action of the irresponsible minority.If supermarkets sell at the minimum alcohol prices,in some cases BeerWines could be cheaper (Lose Leader) but small off licenses will not be able to do this
