The video had been watched 17 times by noon today after it was uploaded this morning, and was 1,140,910,818 views behind the record-breaking Gangnam Style video by Korean pop singer Psy.

Speaking in front of a green electronic screen which variously displayed photographs, videos and graphs, Mr Nunn hailed achievements in 2012, including the rolling out of new dust carts, the Breckland torch relay and the welcome home parade for the troops of the Light Dragoons.

He told residents that 2013 will be a year of “achievement and challenge”, and that although according to forecasts the council could balance its budget in 2013-14, “considerable savings” still need to be made in the years after.
