Hope this will not be mistaken for another pre-election gimmick. I think it would be helpful to know how the work would be managed, for example to ensure parishes do not waste a huge wedge of taxpayers' money on "improvements" that turn out to be not what was requested or end up in the wrong place. Not suggesting that NCC has a history of incompetence in such matters...the evidence is all around us.
