A Norwich MP has urged a parish council to act “sensibly” after it told a mother she could not accompany her diabetic daughter to a Christmas party.

Norwich North MP Chloe Smith was contacted by Sam Dade who was told by Hellesdon Parish Council she could not take her five-year-old daughter, Tilly-Rose, to the council’s party, because she was not CRB checked by them.

The professional child minder is CRB checked, but by Norfolk County Council rather than by the parish council.

Ms Smith said: “I’m extremely concerned about the situation. I sincerely hope that it can be solved sensibly without more distress to the young girl.

“I contacted the parish council straight away to see what can be done and I would expect them to discuss it thoroughly and find a way forward.

“Clearly there is a duty to respect the need to keep all the children safe and to use CRBs to do that, but I can not imagine there is no sensible way to solve this considering that Mrs Dade has, as I understand it, CRBs from two separate bodies.”

“I have urged the chairman of the council, Karen Petch, to resolve the problem without any more distress to the family.”

The parish council is holding a monthly meeting tonight where it will discuss the case.

  • Frankly if there is no-one there trained as a first aider and therefore also trained to deal with a diabetic emergency then the party should not take place at all. The town council should have got this sorted when the weather was still warm. Pathetic.

  • So pleased that Chloe Smith has had her say re Tilly-Rose and her Mum. So now please HPC see sense and allow Ms Dade to accompany her daughter, because however much training the First Aider has had they do not know the little girl and if she should have an emergency then it is more added stress for Mum and daughter.

  • This is bureaucracy gone mad! Professional Child Minders' CRB checks should certainly be valid! If there is any doubt about her suitability surely, in a party, she would not be on her own with children not her own. She should be allowed to take her own daughter to the party.

  • This is absolutely pathetic! We are talking about the childs mother here! You give a parish council a minute bit a local "power" and they think that they are more authoritative than the county council! The CRB check came from the county council, not the parish so they have more authority! Learn thy place parish!!!

  • I am wondering it every other adult at that party has been CRB checked. Perhaps the Parish Council will have a change of heart. It is bad enough having a 5-year old child with diabetes without the parent having the added complications from the Parish Council.

  • This is not a question of acting sensibly - its a question of a parish council being re-trained in its rights and responsibiloties. They have breached the child's human rights - in particular its right to the protection of its lawful guardian not to mention the mother's rights. Appalling.
