Enforcement action has been ordered to force a developer of a riverside housing complex to provide moorings for boats.

When PJ Livesey was given permission to turn Read Mills, in King Street, into luxury flats, one of the conditions was that, before people moved in, moorings had to be provided for boats to demast.

But the moorings were never provided. PJ Livesey got planning permission in 2010 to provide two posts some distance from the river bank - one 40m south of Novi Sad Bridge and one 40m north of Carrow Bridge.

However, in 2012, the developer asked Norwich City Council to remove the condition to provide moorings. The council's planning committee refused. An appeal by the developer to the planning inspector failed.

PJ Livesey returned to the city council asking for permission to put in some moorings, but on the river bank itself. That angered people living in the homes who said that could cause security issues.

And, yesterday, the city council planning committee agreed, refusing permission. They also ordered officers to take enforcement action to force the developer to provide the moorings where they were proposed under the 2010 planning permission.
