A close-run by-election was won by just 14 votes.
Conservative Fran Whymark has been elected to Broadland District Council representing the Wroxham ward after Thursday's by-election.
The full election results were: Fran Whymark, Conservative, 400, Malcolm Springall, Liberal Democrat, 386, and Malcolm Kenneth Kemp, Labour, 103.
Mr Whymark increases the number of Conservatives on the district council from 31 to 32 and they remain as the controlling group. Currently there are 11 Liberal Democrat, one Labour, and three Independent members.
In total, 889 votes were cast, of which 288 were postal votes. Turnout was 22.8pc.
The by-election was held due to the resignation of Liberal Democrat Stephen Buckle in July.
