The chief executive of Norfolk’s largest council has recommended he leaves within months - after it became “crystal clear” he lacks the skills the authority needs.

Norfolk county councillors are to be asked next month to agree making the post of chief executive in its current format redundant, with effect from April 6, 2013.

David White, who holds the post with an annual basic salary of £205,322, came to the conclusion five weeks into his review of the council’s structure.

He said he supports the Conservative cabinet’s desire to be less reliant on government grants and find more ways of generating income.

But Mr White, who joined in October 2006, said he does not have the “level of commercial skill and experience” the council will need.

The Conservative hierarchy has stated it wants his replacement to have “broader business experience”.

Mr White’s redundancy pay out will be £35,439, according to the council.

Mr White said: “The cabinet has very clear objectives for the current organisational review, which I support, not least of which is the desire to see the authority much more commercially focused in the future, bringing in more income so it is less reliant on government grant and able to do more for Norfolk.

“At this stage in the review, it is already crystal clear that the council will need from its managerial leader a level of commercial skill and experience not required from my current post and that I simply do not have.”

Mr White’s early conclusion was discussed by the authority’s personnel committee.

They have put forward a recommendation to the next full council meeting on Monday, January 14, to accept Mr White’s findings.

Mr White will also provide a report to the Tory cabinet recommending a revised senior management structure, plus other ideas about how the council should operate from 2014, should his departure be approved.

In 2010, Norfolk County Council started a three-year project to make cuts of £135m after government funding was reduced.

The authority last month started a review to save a further £125m over three years from 2014.

Mr White said the role of chief executive needed to be given a new meaning and be in line with the council’s aspirations.

He added: “Though I will be very sad to leave the authority, this is clearly the necessary next step for the county council to take.”

County council leader Derrick Murphy said Mr White will have helped the council make savings of £105m by March 2013.

More than 1,600 jobs have gone at the council, which employs 7,100 people.

Mr Murphy said: “The authority is grateful to David for what he has achieved in his time here and he will be a loss, but like him, I am convinced that this is the necessary next step for the council as a whole.

“We are determined the county council becomes much more self-funding in the future, because that is the best way of ensuring that we continue to deliver high quality public services.

“So we need our most senior manager to have more of a business and commercial focus to their job and the skills, acumen and level of broader business experience necessary to deliver it well.

“In this sense, it will see a move away from the traditional local government role.”

At his very high level he should be able to manage all those who work for the Council. If he wants to resign so be it but not with a payoff. This is not right!

  • A 2001 BBC Newsnight investigation found that ash from a London incinerator, dumped in the open, had a similar level of dioxins to Vietnamese soil after the spraying of Agent Orange. Norfolk County Council take our money and ignore us. All these cabinet members and officers at NCC are just looking after there own jobs. David White all this money and he dumps on us.

She has, however, agreed to ask Ms Richards to advise on whether there are any legal grounds for withholding publication of any part of the report. Sadly, the EDP to date has shown not a jot of interest in any of this depsite being kept in the picture.

  • I expect David White is just another casualty after being intimidated by Derrick Murphy and his henchmen. Many accusations concerning Derrick Murphy for bullying but we know councillors who speak against him lose valuable financially benefits that go with the job. A good example is John Dobson and Brian Long were punished but Jean Mickleburg was promoted to Norse for keeping a low profile over the incinerator but roll on Mays elections. This is the same bloke that is now being investigated after the BBC Radio Norfolk kevingate fiasco. David White allowed all this to happen on his watch.

  • Maryjane - no matter what the Monitoring Officer (of whom I have a very low opinion) recommends, the Standards Committee, run by Mr Murphy's best friend in the Labour Party, would rather chew their own toes off than drop Murphy in it. Marigold - you are absolutely right about the EDP and their lack of investigation. When David White departed from Thurrock under a cloud their local newspaper, the Thurrock Gazette did a full investigation of his somewhat colorful employment history. Joy - I can quite understand you making a mistake between £500,000 and £500 million. When you get to the astronomical figures that these worthless individuals are paid it wouldn't surprise me to see £500 million million being put forward as a figure. After all, it is only our money that they are misappropriating. And just exactly how will he be be paid off for the six directorships he has of that strange outfit Norse? No doubt loadsamoney from our pockets again despite the proud boast that it is a commercial venture. My daughter's school's Xmas Bazaar is more of a commercial venture than this. The cabinet of the NCC would be refused a Splat the Rat stall there on the basis they weren't bright enough to run it. Roll on an external investigation which should be called before the elections in May. And it might be a good idea for the EDP to wake up and start doing some investigative journalism. Otherwise I am handing over the job to my daughter's school newspaper to which the EDP bears an uncanny resemblance at present.

  • This goes far deeper than the ballot box Jack, the people who need investigating are directly employed by NCC, David White is just one of many who pull the strings and the greedy cabinet merely dance to their tune, disgracefully protected by Victoria McNeill and the waste of public money that is nplaw. Even Murphy has been gullible enough to have been taken in by Jackson & Co over the incinerator, which they were plotting before he became leader, just as they are behind Coltishall. The County Councillors will rightly take the wrap as they have sat back en masse and allowed it to happen, there isn't enough backbone amongst the lot of them to make a single spine, they are a disgrace to the County of Norfolk.

  • It is the role of Cabinet and other Councillors to manage and control finances. The people who appoint executives are the Councillors,and presumably have indemnity insurance ( as they have for the Willows contract) if they get things wrong. Believing that everything will be rosy if they gain more commercial contracts is cloud cuckoo land.What might be the cost of the insurance?   • I hope Murphy, who thinks he is House of Lords material, isn't going to force his obedient little Cabinet to approve him as White's replacement as he has zero experience and has done a terrible job of being Leader.   • Well popeye, there are many operation that can be carried out that are not life threatening but would have appalling consequences for the person operated on. Even a porter or a councillor from the County Council would have trouble killing someone with a ophthalmalogical procedure but the person would be a tad annoyed to be left totally blind (you should know) and the quantum of damages would be enormous.   • Scooby, Jenni Richards QC has now confirmed that she will submit her investigation report, together with advice as to whether there are any legal constraints on its publication, to Victoria McNeill before Christmas. The comlainants particular concerns are (1) What has been the cost of this lengthy investigation (2) Why did the NCC Chief Executive not commission a similar investigation in July (3) Will Ms Richards’ report and its accompanying advice be published (4) Will the political balance influence the decision of the Standards Committee (5) Will the public and the press be excluded from the meeting of the Standards Committee? Steps are also being taken to encourage the EDP to show some interest in these developments at last. This has all been running since July.

  • David White's letter of 'resignation'. I guess it is quite short, about 800 words? How long did it take him to write it? 8 Hours? He is on about £100 an hour, so that would be about £800 or £1 per word. I am not sure we should pay him to write resignation letters anyway, unless it is in his job description.

Also, how independent is the Monitoring Officer? The whole thing seems to be a closed shop. I do hope the EDP will justify its existence and independent standpoint by reporting the findings correctly and that the NCC ameliorates its own reputation by being more transparent about the whole sordid affair. Unfortunately, I fear that politically, what is happening in Norfolk will soon become embarassing.

  • Still puzzled. When D White left Thurrock he was paid £347,000 redundancy after a short time in post on a salary less than he is being paid by NCC. Why on a salary of £205,332 is he only asking for £35.000? This does not ring true and sounds less like true redundancy by the minute there is much more behind this I'm sure and someone needs to come clean there are so many suspect untransparent dealings on this council it is an insult to taxpayers that we are treated with such contempt.-Murphy's hand is everywhere. The ballot box has been a long time coming and the electorate needs to take a hard look at what they wish for - the days of voting for the right coloured rosette are over if we are going to get good governance.

Since September, Jenni Richards QC of 39 Essex Street Chambers in London has been carrying out an investigation into Derrick Murphy’s role. She is due to submit her report to the NCC Monitoring Officer this month. The public will then need to put pressure on NCC to publish the report on its website. Thereafter the seven underlying conduct complaints against Derrick Murphy, which triggered the investigation, will go before the NCC Standards Committee. Then the public will need to lobby NCC not to hold the meeting of the Standards Committee behind closed doors. Bear in mind that, if the Standards Committee upholds the complaints, it does have power to remove Derrick Murphy as Leader. For information only, and without comment, the make up of the Standards Committee is five Conservative members, one Lib Dem member and one Green member. There are no longer any independent members.

  • I suspect that a comprehensive deal has been done behind closed doors by the NCC Personnel Committee (which is made up of Cllrs Derrick Murphy, Janet Murphy, Bill Borrett, Cliff Jordan and one Lib Dem) with David White, and that this announcement by David White is only one part of that deal. It is rumoured that there has been a growing rift between Cllr Derrick Murphy and David White, and this deal would solve that problem for Cllr Derrick Murphy. It would also clear the way for a third party to be parachuted into the Chief Executive’s role, however it is styled in the future. Probably the identity of that third party is already known to a few, despite the fact that there will have to be an open competition for the post. David White’s proposed redundancy payment may seem comparatively modest against the background of a pay package worth about £240k a year, but the timing has probably been arranged so as to allow him to line up his next post without having to give formal notice. Who might the third party be? Possibly Cllr Derrick Murphy himself, on the understanding that Cllrs Bill Borrett and Cliff Jordan will then become Leader and Deputy Leader respectively. (Cllr Derrick Murphy would not then have to risk being rejetced by the electorate in May.) Another possibility is Mike Britch, the MD of Norse Group, if his pay package at Norse Group can be bettered. I am sure that it will all be kept within the County Hall family, and outsiders such as James Athill will only be given token recognition.

  • Maryjane, don’t worry. Kevingate is alive, well and kicking. A number of us have been determined to prevent it being swept under the carpet. Since September, Jenni Richards QC of 39 Essex Street Chambers in London has been carrying out an investigation into Derrick Murphy’s role. She is due to submit her report to the NCC Monitoring Officer this month. The public will then need to put pressure on NCC to publish the report on its website. Thereafter, the seven underlying conduct complaints against Derrick Murphy, which triggered the investigation, will go before the NCC Standards Committee. Then the public will need to lobby NCC not to hold the meeting of the Standards Committee behind closed doors. Bear in mind that, if the Standards Committee upholds the complaints, it does have power to remove Derrick Murphy as Leader. For information only, and without comment, the make up of the Standards Committee is five Conservative members, one Lib Dem member and one Green member. There are no longer any independent members.

  • Presumably as he has confirmed that he is not up to the job he will be reimbursing a large portion of his salary . Also savings could be made by getting rid of those that decided he was fit for purpose at the recruitment stage.

  • With the inneptitude displayed regarding the Outer Harbour project, the disasterous Icinerator proposal and now the squandering of public monies at Coltishall, NCC more aptly stands for "No Commercial Clue". David White fittted perfectly as the chief of this particular tribe, dedicated to self interest and the furtherence of their own careers. When this house of cards comes tumbling down, there will be others who will prefer to be elsewhere and not have to justify themselves to those to whom assurances have been made and promises given. I can't wait !!

  • The golf course beckons? Frankly, who wouldn't do the same thing (try to engineer their own departure with fay payout) if they found themselves in the same position (trying to be Chief Exec to that shower). Of course DM wants an entrepreneur. This is a delusion rife in many other Tory-run councils, where the leader fantasises, Walter Mitty style, about running a business. That is in contrast to the idea of providing services, which is to them boring lefty claptrap and should be cut. For DM I expect the ideal choice would be a hedge fund manager.

  • So Mr White supports the Con-man cabinet’s desire to find more ways of generating income, and I think we can safely say one of these ways is through the NCC owned companies NORSE, NEWS etc, to whom they self-award lucrative contracts. Mr White does not have the “level of commercial skill and experience” the council will need, yet he is a director of 3 different NORSE companies, and a director of NEWS, not to mention a director of 2 others, why? Whose decision was it to set up these NCC-owned companies in the first instance, and whose decision to then put someone with no commercial or business experience in as a director? Where is Shawn Murphy whose decision it was to give David White the job of Chief Exec in 2006? The incinerator was just the tip of the iceberg, it was a big mistake to upset the west of the county, this dirty little council have a lot of questions to answer, not just to the Norfolk taxpayers who they bleed dry, but to an investigation that will be coming.

  • Was he pushed, or did he run away from the impending cuts and the skeleton that will fall out of the cupboard sooner or later. If he is incompetent, What of his two directorships on NORSE companies, will he resign from those as well? Further, who will choose a new business type? and what brief did they get from us to do so? Did Mr. White not agree with the RAF Coltishall deal, possibly laying NCC open to a legal dispute?Does he not agree with the cuts he has to carry out this year? So many unanswered questions and the EDP is not making anything of this. Why not? First it was Ms. Harries who walked away after making some points on public health and the ill planned incinerator, now this departure from the blue.

  • Thanks Nemesis. My concern is that the report to the Standards Committee is, in itself, a flawed process, given the membership of the Standards Committee. Are they not all 'pro' DM? Also, how independent is the Monitoring Officer? The whole thing seems to be a closed shop. I do hope the EDP will justify its existence and independent standpoint by reporting the findings correctly and that the NCC ameliorates its own reputation by being more transparent about the whole sordid affair. Unfortunately, I fear that politically, what is happening in Norfolk will soon become embarassing.

  • DM says 'We are determined the county council becomes much more self-funding in the future, because that is the best way of ensuring that we continue to deliver high quality public services. “So we need our most senior manager to have more of a business and commercial focus to their job and the skills, acumen and level of broader business experience necessary to deliver it well. “In this sense, it will see a move away from the traditional local government role.” Why is DM trying to move away from this? Surely the role of the executive is to execute the wishes of the elected council. It is an operational service. I can only assume that DM wants to go down this line to help ensure that the dark practices of commercialism that he and his cronies have carried out, more recently with respect to the incinerator contract, appear to be more 'above' board. Self funding? How about 'bung'.

  • As Mr White says he is incapable of doing his job and I think we can work out that if he thinks this he must have been thinking this for quite some time then there surely must be an argument for all the appalling plans such as the Outer Harbour, Incinerator, NDR, Coltishall to be taken back to the drawing board and an Independent Enquiry look at them all. After all none of the Cabinet could run a jam stall at the W.I. and at least one of them is on record in a letter (which fortunately a campaigner has kept) as saying that they sought to rely on Mr White's expertise. If I had a complicated operation that didn't go right and it was later discovered that the hospital had sought to rely on one of the porters to do the operation and the team who made the decision had the total medical experience of watching Holby City once on the telly then I would be suing for vast sums of money.

  • This man appears to make a living out of his incompetence. No wonder he has asked to be gotten rid of, in 2006 he was paid 347 thousand after being sacked plus had a pension fund of 500 million. I am sure many ordinary people are sick to the stomach after losing their jobs, or critical services, because of this mans inability to do the work he was employed to do! If he can't run a commercial company WHY is he director of 6 Norse Companies? WHY after being sacked from his last post did NCC employ him? Not only was he sacked from Thurrock in 2006 but he left Suffolk Health Authority in 2002 under a cloud after allegedly suppressing publication of a report into ritual satanic child abuse while he was Director of Social Services. We all know about David White and suppressing information that has become crystal clear over the past 18 months!
