A raft of changes in the city centre could see road closures, more cycle routes and a 20pmh zone rolled out across the city.

It is part of a move to make the roads safer for cyclists and pedestrians, and the second stage of a two-part consultation process will begin following a Norwich Highways Agency Committee meeting today.

The 20mph roll out across the city centre, would see roads such as Prince of Wales Road, St Giles Street, King Street and Duke Street drop from 30mph.

And if the plans go ahead, The Avenues in Norwich will be transformed to include a two-metre pedalway on either side of the road.

It is hoped the paths between Bluebell Road and Elizabeth Fry Road will make travelling by bike more appealing for nervous cyclists, and safe enough for a 12-year-old to use.

Closer to the city centre, Park Lane could be closed to vehicles in a bid to boost cycling routes, and new a new “tiger” crossing aimed at both pedestrians and cyclists will be installed on Unthank RoadCouncillors did disagree about the Park Lane closure. Committee chairman Tony Adams said: “I am not convinced the closure of Park Lane is entirely necessary.

“We have to consider the needs of motorists as well. At this stage I would vote against the closure of Park Lane.”

Other changes included parking permits, with a consultation announced over the two options being made available for visitors.

Councillors voted to allow visitors two hours of parking operated by a clock, or up to 60 pay-as-you go permit scratchcards per household, charged at £1 per day for the city centre and 50p elsewhere.

County and city councillors agreed the changes should be included in the consultation, and the results will be reported in October.

  • 20mph in Norwich city centre, on virtually all these roads you can't go more than 20mph and that's if you are lucky. Prince of Wales Road is restricted to 20mph by traffic signals there, so why mention that specifically! This seems totally unnecessary, all about appearing to do something rather than actually doing something, which is necessary on the roads to the city centre. A waste of money in the wrong location and this comes from a cyclist!!! I also agree with the comment about appalling behaviour from cyclists I see it every day and am just surprised more aren't injured.

  • @mr mayhem, "pandering to selfish cyclists". If you think that you've missed the point. Current cyclists are happy (more or less) with the current setup. Now, why don't you mention "selfish pedestrians" as its that group who will benefit the most. "therefore the cyclists are not in full control" What a stupid comment. We live in a world where cars fail their mots all the time, and are regularly driven in an unfit state, yet, I bet you're not complaining about the many roads being built for cars, or the many roads cars currently use are you?. Also, they have brakes, and they are in full control. "so what happens if one hits me" you contact your insurance company and make a claim. Their lack of insurance (assuming they don't have it, many do) will make little difference to any legal action you or your associates might take. Have you ever thought why cars need insurance (and checkups for that matter) and simple, largely harmless cycles don't?

  • EDP articles mentioning "cyclists" always attract the same commentators with their one-sided comments, about "pandering" to "selfish cyclists". Lets have some balance- there are selfish minirities on both sides- selfish drivers who treat cyclists as obstacles to get past quyickly are endangering their lives; I cycle responsibly and have nearly been knocked off many times by drivers squeezing past me. More people cycling and walking instead of driving helps cut congestion and obesity- that's why improvements to encourage cycling is needed- especially to get kids cycling to schools. There are plenty short journeys that could be made by bike.

  • Nothing that this City Council surprises me. When they start suggesting closing this road and that road, it should be down to the residents not the Muppets at City Hall. What about people with restricted mobility, are they expected to stay at home. Why should the roads be made safer for cyclist and pedestrians, I thought pedestrians used the paths!, O I forgot cyclists use the paths

  • Where as the masses of cyclists? on the pavement in precincts, and everywhere else. Anglia square has recently added new, "No cycling" signs along with big red circles with a crossed out bicycle on it, yet no one pays any attention to them, the cycling on the pavement laws should be enforced with on the spot fines before a fatality.

  • Another moronic project from Norwich City Council. Where are all these masses of cyclists that they are making these decisions to aid!? I don't see that many of them when I'm out driving. Where are the accident statistics to support such a widespread roll out of a drop in speed limit!? I won't be paying any attention to their 20mph untargeted crawling limits.

  • Even more pandering to selfish cyclists as a lame excuse to steal more money from anyone with the audacity to own a car. I nearly get knocked down by a cyclist nearly every day, some of these bikes have no brakes, or are cobbled together fixed wheel bikes, therefore the cyclists are not in full control, have no safety checks, and no insurance, so what happens if one hits me?.

  • So the speed cameras will catch people going over 25mph.? punitive revenue raising on the back of H&S. How about enabling pedestrian lights to switch instantly, reducing commercial traffic during day hours, promoting children cycling to school by promoting a child& cycle priority hour in the morning and afternoon. Long term consideration should be given to relocating parking facillities and pedestrianising everything within the inner ring road. Access for disabled, trams bicycle and taxis, as well as some bus corridors would really improve Norwich old fabric as well as inner city health.

  • Having a few years ago installed pedestrian crossings where you have to look away from the traffic to see the green light, highways are now using their concern about safety of pedestrians to sell their latest daft idea ! Why change speed limits to accommodate a few cyclists when the solution to Norwich traffic problem lies in getting the smooth flow of all traffic.This will not be accommodated by allowing cyclists, many of whom ignore the highway rules, access to special lanes and crossings. Surely, it would be better to plan for roadworks to be carried out quickly and efficiently and to be clearly signed well in advance; to ensure all buses stop in recessed bus stops, and to limit on road parking. Free flow of traffic would allow for the roads to be shared by all. Anything which damages access for cars will have a major negative impact on the retail sector in the city.

  • so who will enforce the speed limit. Borrowdale Drive is a 20 MPH zone, and we constantly have carstrucksbuses exceeding 20 MPH. When we had a police consultation they really couldn't be bothered about enforcement, and openly stated they expected vehicles to exceed the limit. Whats the point ?
