Seventy-three-year-old Mr Adkin, of Paragon Place, in Norwich, said it was a big surprise and an honour to receive the medal.

Mr Adkin was a member of Norwich Tenants’ CityWide Board for a number of years, including being vice-chairman for a couple of years and then being elected as chairman in 2012.

The board worked with Norwich City Council to represent tenants, regularly meeting to discuss the services the city council delivered as a landlord and to look at how the council was performing in areas such as repairs, choice-based letting and the re-letting of empty properties.

The CityWide Board concluded in April this year following changes made by central government, but Mr Adkin continues to be a tenants’ champion via the new tenant panels that have been created in place of the CityWide Board.
