A south Norfolk town could be set to get a new £7m community centre, which the developers hope will be a “world class” facility.

Plans have been unveiled to develop the building, which would be known as the Mosaic Centre, at Harleston Primary School to provide a centre that would be available for community groups.

The project, which is being developed following a collaboration of the school and the DC3 Diss and Harleston Church, was first mooted in September 2003, when the developers first discussed building a new sports hall in which the church could meet.

The Mosaic Centre Management Group was formed in May 2013 to make the centre a reality and both the school and church will be trustees of the charity The Mosaic Centre with usage agreements.

As part of the planning process, a formal presentation will be held on the proposal at the primary school on Wednesday, April 30 at 7.30pm with the plans available to view from 3.15pm onwards. If approved, the centre will have a large sports hall, conference facilities, meeting rooms, IT facilities, a cafe and a curved cinema screen, along with an external climbing wall.

The environment has also been taken into consideration as part of the design, with the aim to make the centre as carbon-neutral as possible, possibly by combining voltaic roof tiles with either a ground or air source heat pump. A community needs analysis was carried out earlier this year with the help of the town council, which demonstrated a need for the building in that area of the town.

The facility could be used by local sports groups.

The next stage will be for architectural specifications for the development to be drawn up before a planning application is submitted to South Norfolk Council. If the application is approved, capital funding will be sought.

Helen Adshead, chair of the centre management team, said: “Hopefully, in a few years’ time, Harleston will have a truly amazing building that everyone can be proud of and enjoy using.”
