So in fact neither problem has anything to do with the snow and both were pre existing ? Well written EDP I agree with Keith but suppose that even if children could work in the cold ( and I speak as one who went happily to school in the 62-63 winter when just one outside loo was kept open with hot water) there would be no hot water for post loo hand washing which could be against one rule or another. Not quite fair to rail against staff in those circumstances. Maybe a big box of baby wipes from the cash and carry could have solved that problem and it is something that school governors should be prepared for.
