Armed officers surrounded a tower block in Mile Cross, Norwich, this evening after receiving a hoax call.
A man who allegedly made threats in a phone call to police was arrested.
Officers sealed off Markham Tower in Bowers Avenue after the call was made, with no one in living in the flats allowed to leave.
Richard O’Neill, 37, who lives in the flats, said: “I was trying to get out to Asda, but couldn’t.
“One of the officers knocked on my door and was asking me if I had heard anything. They had reports that a shot had been fired.”
The cordons were lifted by 9pm.
Nearly 3,000 people have supported a Facebook campaign demanding safety improvements on the A47 near Dereham set up after the latest fatal crash.
