Tom Smith, 27, of Trafalgar Street, Norwich, was due to appear before city magistrates’ earlier this week, but the charges against him were dropped.

As reported, questions were asked over security at the headquarters of Norfolk County Council after the intruder filmed himself and his dog wandering through offices at County Hall.

Four videos were posted on YouTube showing a man and his dog walking through the building when it was closed on a Saturday. Norfolk County Council launched a security review, after lodging a report with police.
