Long-delayed construction work on the A47 Postwick junction is due to be launched on Friday.
The £19m project, at the eastern end of Norwich Southern Bypass, will be given a ceremonial start by Hilary Cox, chairman of Norfolk County Council.
Proponents say the scheme will bring a major boost to the local economy, and the council said it would release land for 1,600 homes, plus unlock some £80m of private investment and the potential for 5,000 jobs.

The application for development consent for the NDR has been accepted by the Planning Inspectorate and will be examined under Nationally Significant Infrastructure Project procedures, beginning this summer.
The Postwick Hub improvement was first allocated government funding five years ago. Since then, a start on site has been delayed by legal challenges to the planning consent, a change of government, and a public inquiry into the Slip Road and Side Road Orders, which were finally approved by the secretaries of state earlier this year.
The main work will start on the site on Monday, May 12, a milestone which Mrs Cox will mark with a ceremonial breaking of the ground by a digger at 12.30pm on Friday, May 9.
The proposals have been controversial.
Speaking after the Department for Transport released £19m needed for the project last month, Denise Carlo from the Norwich and Norfolk Transport Action Group said: “We are concerned about work starting but the inconvenience people will have to put up with will carry on because the outcome is going to be so bad that people will be inconvenienced forever more.”
However, speaking in April, David Harrison, cabinet member for transport, said: “It has taken a long, long time to reach this point, but we can at last look forward to work starting on site. Lack of capacity at this junction has been stifling nearby businesses and housing development for
