With regards to Norfolk County Council I would assume their charges have gone up or about to go up, would it be possible that they are trying to make up for the £32.5million exposure when the Icelandic banks collapsed in early October 2008.

and the £10 million already spent in the Northern Distributor Rd. Please correct me if I have got any of this wrong.
But it has left me wondering if they are fit for purpose?.
